A chalice pall is a square fabric cover with plexiglass inserted to stiffen (similar to a pillow case). It is used to cover the chalice during communion.
Why cotton instead of linen? Modern linens are highly processed. This gives a lot of strength to the fabric but decreases the ability to absorb. Cotton is naturally softer and more absorbent than linen.
